The PERE is governed by the following regulations:

Royal Decree 2612/1996, of 20 December, modifying the Regulation on Population and Territorial Demarcation of Local Entities, passed by Royal Decree 1690/1986, of 11 July, articles 93 to 106
Law 4/1996, of 10 January, modifying Law 7/1985, of 2 April, regulating the Local Regime Databases, regarding the Municipal Register. Article 17.5
Royal Decree 3425/2000, of 15 December, regarding the registration of Spaniards in the Registers of the Consular Offices abroad
