The electoral census contains the registration of those who meet the requirements to be a voter and are not disqualified, definitively or temporarily, from the right to vote.
The electoral census is ongoing and is updated monthly ex officio (with no need for a request) with the information received from the Town and City Councils, Consular Offices, senior Civil Registry officials and with the outcomes of successful complaints regarding the electoral census.
The electoral census closed on the first day of the month includes the changes sent to the Electoral Census Office up to the penultimate day of the previous month and processed that month.
Important: the procedures for submitting requests through the Electronic Office differ depending on whether they refer to the census closed on the first day of a month or to the current census for that election.
Claims regarding the current electoral census may not be made through this process.
The current electoral census for an election is the one that closes on the first day of the second month prior to the month when the election is to be held, and expanded with the registrations of those who are of legal age on the day of voting, without taking into account changes in constituency in the twelve months prior to the date of the call of resident voters who live abroad.
Any citizen residing in a Spanish municipality and who can be identified by the Cl@ve system.
Claims against the current electoral roll in a updating period can be filed via this procedure provided there is no election being held in the province where the voter is registered. They will be dealt with on the basis of whether they meet requirements to be included in the relevant current roll depending on the data when the voter registered in their municipal roll and the date the claim was filed.
Any interested party may request the registration or amendment of their registration details in the Electoral Roll in force for a current election.
The registration in the Electoral Roll contains personal data and the domicile of voters’ residence. In the case of citizens of the European Union resident in Spain, it also includes those who intend to vote in elections they are entitled to vote in: municipal elections and the European Parliament.
It will be necessary to provide a certificate from the Register, stating that the person making the claim is registered as a resident in the Register of inhabitants of that municipality with the data claimed, stating from what date.
In addition, a copy of a citizen ID document must be attached, for citizens with Spanish nationality: (DNI - national ID card/driving licence/passport).
In the case of EU citizens: Residence card/DNI or passport of the country of origin.
If filing a request to change personal data, for Spanish citizens, a certificate of personal data issued by the Civil Registry can be attached.
